Feature Article: How to add training products to your RTO’s scope of registration without non-compliances

RTOs must make application to ASQA to add training products to their scope of registration. These are submitted via ASQA’s online portal asqanet and a lodgement fee is payable with your application. CRICOS providers have additional requirements to meet when adding training products offered to overseas students. The following advice will help you ensure your request for additions to scope are approved by ASQA.

Preparing to add training products to scope:

RTOs should have internal processes that identify market demand and business analysis of the training product/s to be added to scope of registration. Part of that determination is ensuring you can meet the resource requirements. Your RTO must first establish that you have the internal capability (trainers and assessors are qualified to deliver the training product) to be able to offer new programs. If you are entering a new training market and adding a training product to scope that you haven’t delivered before you may need to recruit trainers and assessors. At a minimum you must be able to show evidence that your RTO has offered employment and they have accepted your offer pending registration being granted. You will need to have complete evidence of trainers/assessors credentials at the time of recruitment. You must also have sufficient learning and assessment resources; training aids and equipment for simulated environments and physical resources such as appropriate facilities for delivery.

Identify resources and capacity to deliver:

ASQA expects RTOs to have access to all required resources for delivery at the time of applying to add a training product to scope. This includes resources like trainers and assessors, educational and support services, learning and assessment resources, and your physical resources such as facilities and equipment. Ensure that you develop your training and assessment strategy/ies before application. Your RTO must evidence that it has sufficient trainers and assessors to deliver training and conduct assessment for the initial learner cohort(s) with regard to trainer/assessor-to-learner ratios and proposed timetabling. You should identify appropriate student support services to meet the identified needs of your cohort/s. You must also identify that you have learning and assessment resources available and they are sufficient for the number of learners and relevant to the identified mode of delivery. It is not sufficient to just have quotes/invoices for the learning and assessment resources you intend to purchase. Similarly, a resource development plan for what resources you intend to create internally in your RTO prior to delivery is not sufficient evidence. You should also list your physical resources including appropriate facilities and the relevant equipment (owned or leased) to deliver all units of competency in your training and assessment strategy. Make sure that they are sufficient for the numbers of learners.

Submitting your application to ASQA: 

You need to complete the online form in asqanet to add new or revised qualifications, accredited courses or units of competency. You only need to add standalone units of competency to scope that are not core units or  listed electives in qualifications you already have registration for. There are also additional evidence requirements for adding training products from the TAE10 training package; or for RTOs who have held registration for less than two years and for those wanting to add ELICOS courses to scope of registration.
